India’s real estate regulatory framework is facing renewed criticism after the Forum for People’s Collective Efforts (FPCE) alleged that over 75% of state authorities under the Real Estate (Regulation and Development) Act, 2016 (RERA) have failed to publish mandatory annual reports.

According to FPCE, several states—including Karnataka, Tamil Nadu, West Bengal, Andhra Pradesh, Himachal Pradesh, and Goa—have never released annual reports, while others such as Maharashtra, Uttar Pradesh, and Telangana reportedly discontinued publication after initial releases. The body claims this non-compliance violates Section 78 of the Act, which mandates transparent yearly disclosures.

FPCE argues that without credible data on project completion, enforcement actions, and compliance, RERA risks becoming “a badge of honour” rather than a true accountability mechanism. The association has urged the Ministry of Housing and Urban Affairs to enforce stricter oversight and ensure timely publication of reports.

The claims have not yet been independently confirmed by government authorities.
